Time Lag in Training
In the past two decades, most enterprises in developed countries,
including government agencies, have spent a great deal of time and
management resource to lower operating expenses and increase
profits. One of the main expenses trimmed and left out of such tough
budget activity, was the allowance for training new entrants to most
trades and industry in general. Unfortunately, one of the most negative
results realised from this became a loss of skilled and experienced
workers in many fields of work.
Age Gap Between Existing Staff and Incoming Trainees
This gap is widening at an alarming rate as more people reach
retirement age; indeed, many trades have an average worker age from
forty to fifty years. This has been well recognised now, and many trades
are employing young people as trainees, however, the gap is still very
large between these and the previous intakes of fifteen to twenty years
ago.

recent as 2003. By mid 2004, this resource gap had grown to larger
proportions, causing higher employment costs and unfilled positions for
many employers.
This in turn has caused frustrated contracts, often unfinished within the
term or over stressed workers among their existing staff.
